Guidelines For Project Application
And Evaluation
The Northern Larimer County HPP includes lands in game management
units 7, 8, 9, and 191. Any landowner or their agent, sportsperson
or private or public agency with land interests within the HPP may
propose any project for consideration by the committee. The NLCHPP
committee shall consider the goals and objectives, prioritization
of issues and availability of funding in approving project proposals.
The committee is aware that additional issues will arise over the
five- year period that this plan covers, and that consequently priorities
may change.
Project proposals should be scheduled through the NLCHPP Committee
chair for consideration by the committee at least two weeks prior
to the next regularly scheduled meeting. Copies of project proposals
will be distributed to committee members for their review prior to
the meeting. The committee may request an oral presentation of any
proposal. The committee reserves the right to delay or reject consideration
of any proposal. The committee will give a written response for all
proposals submitted.
Various methodologies of information dispersal to potentially interested
parties will be examined.

The completed form must be submitted to the NLCHPP committee for
consideration in funding projects. Although committee members may
assist in preparing the form, applications must be submitted by the
project proponent/s, and a lead contact for the project must be named
on the form.

2. Northern Larimer County Habitat Parnership Program Committee
Project
Evaluation. This form will be used by the committee in evaluating
project applications submitted for potential funding. Approval for
funding will be based on how the project fulfills objectives for
the NLCHPP, cost effectiveness, leveraged funding from other sources
and availability of funds from the NLCHPP. Successful applicant/s
of projects approved by the committee will be contacted and provided
with details on how funding will be delivered. HPP Contracts, Exhibit
A and other forms necessary to complete the project will be supplied
to project proponent/s by the committee.

3. Northern Larimer County Habitat Partnership Program
Annual Survey.
At one year after completion of the project, proponent/s will be
asked to submit a project evaluation on this form. Submitted evaluations
will be reviewed by the committee at regular meetings. The committee
and/or its representatives will as necessary make site inspections
to monitor progress and success of projects. Site visits will be
coordinated with the landowner/s and project proponents.

4. Northern Larimer County Habitat Partnership Program
Five Year Survey.
At five years after completion of the project, proponent/s will
be asked to complete a project evaluation on this form. The five
year
evaluation will be used to assess the long term benefit of completed
projects in fulfilling NLCHPP objectives. The five year form
will also evaluate how effective the NLCHPP is in working with
landowners
and project proponents.
